A recoil spring is mounted between the two spools which winds up when you pull on the cables. This mechanism allows you to properly install and tension the cables in your car.

In case the transmission does not unlock, most probably the collar is rusted to the shaft. As a result of this, the upper pulley attached to it may be frozen in place. For best results, one can soak the used wiper transmission in penetrating oil for a few days. Try not to separate the pulleys using a small screwdriver or a thin chisel which might damage the pawls and cams on the pulleys. The pawls and cams keep the pulleys “locked” together when the pressure on the wiper shaft is released.
