It gives the impression that the steering is being dragged by some unknown thing. This may occur because of several causes including, low pressure in tires, improper wheel alignment, bad power steering box or any such related causes. You can figure out these causes by a simple visual inspection and take the appropriate measures. Lubricating the wheel with a suitable lubricant is always a better option.
