AN INTERNAL CONTROL AND CHECK VALVE WITHIN THE AIR BRAKE APPLICATION VALVE ASSEMBLY WAS CONFIGURED IMPROPERLY, PREVENTING AIR FROM FLOWING THROUGH THE BRAKE SYSTEM AS DESIGNED. IN THE EVENT OF AN EMERGENCY STOP, THE VEHICLE'S STOPPING DISTANCE WOULD BE INCREASED.
